Here are some pictures and sketches showing some possibilities for Russell Street.

This is a rendering provided by Walkable Communities showing a 3-lane cross section for Russell St.  This cross section would likely be the safest and most accessible roadway design for the length of Russell.  Notice the well-defined motor vehicle travel lanes, the bike lanes, and boulevard sidewalk.  In the tightest section of Russell- roughly 7th to 11th- the sidewalks can be 'attached' to the roadway.  The disadvantage is that the pedestrian is closer to motorized traffic, yet the advantage is that no homes would need to be removed for the roadway improvement and traffic would be calm with a narrower, single lane cross section.
